| 随着近年来各种地缘因素尤其是海洋地缘政治因素的变化，印度洋地区已经决定性地处于世界地缘政治和地缘战略的前列，但它同时也被认为是当今世界上最为问题丛生和危险的区域之一。该地区在资源、人口、经济和环境安全方面的当务之急普遍地汇聚于海洋领域，海洋是沿岸国家和外来大国集体利益和交叉利益的焦点之所在。作为印度洋地区惟一聚焦于海洋安全的泛区域性合作组织，印度洋海军论坛已成为该地区海军和海岸警卫力量共同讨论海洋安全事务并寻找合作性解决方案的平台。然而，作为传统的海洋大国与正在崛起的海洋大国，美国和中国等在该地区有着重大利益的地区外国家均被论坛首倡国和主导国印度有意识地排斥在论坛之外，这与印度可能的地缘战略意图一脉相承：欲变印度洋为“印度之洋”。鉴于中国在印度洋具有重要的海洋利益，着眼未来，中国应当努力争取获得该论坛的常任观察员或正式成员国地位，着力倡导“和谐海洋”的思想，积极而稳妥地推动对于建设21世纪的“海上丝绸之路”这一宏伟构想的认识与实践，追求一种开放、包容、全面的海上安全秩序，在确保自身海上交通生命线尤其是至关紧要的能源进口安全的同时，为印度洋海域、亚洲乃至世界的持久安全、稳定和繁荣做出应有的贡献。 |

| The Indian Ocean Region is definitively at the forefront of world geopolitics and is considered an area of crucial geostrategic importance as well as the most troubled and dangerous area of the world. As the only pan-Indian Ocean Region maritime security initiative, the Indian Ocean Naval Symposium has become a platform with great strategic potential for discussion of, and possible cooperative solutions to, relevant regional maritime security issues. Yet when such powers as the US and China which have great interests in the Ocean were deliberately left out of the Symposium, India is believed to be seeking to be an exclusive power of influence in the Indian Ocean, which, as many Indian geo-strategists hold, should be India’s Ocean. As such, China should push hard to be admitted as an IONS Member or Observer, promote the notion of Harmonious Ocean at the Symposium, put forward the conception of a 21st century Maritime Silk Road, and seek an open and all-inclusive maritime security order in the Ocean so as to protect the security of its sea lifeline of communication, especially that of its crucial energy imports, and contribute to the long-lasting security, stability and prosperity of the Indian Ocean Region, Asia and the world. |
