| “一带一路”战略充满各种安全风险,军事安全挑战与威胁就是其中之一。“一带一路”战略应该针对最坏的军事安全威胁来进行谋划。作为军民双用的天基资产,理应超越公共产品的范畴,承担起保护“一带一路”军事安全的重任。在可预见的未来,构筑“天基丝路”的方向是继续增加天基资产数量,促进“一带一路”沿线基础设施的互联互通；另外,从保护“一带一路”战略的军事安全来看,要增加先进侦察卫星数量,明了沿线的各种军事安全威胁；适当增加天基对地攻击武器和中远程导弹,实施快速军事反应。“天基丝路”的建设,也需要有“战略支点”,即在关键地区、国家建立卫星地面站点。这又是一个棘手的政治问题,需要用政治智慧来解决。 |

| “One Belt One Road” (OBOR) Initiative is filled with many security risks, among which are military changes and threats. OBOR Initiative should be planned for the worst military threats. Space-based assets, with military and civilian dual purpose, must shoulder the responsibility of guarding the OBOR against military threats beyond the scope of public goods. In the foreseeable future,the number of satellites should be increased to promote the interconnection of infrastructure in regions and countries along the OBOR. Moreover, in order to ensure military security for the OBOR, the number of the advanced reconnaissance satellites should also be increased to better detect the security threats to the OBOR. For rapid military responses, the space-to-ground weapon systems and the medium-and-long-range missiles should be enhanced accordingly. Building the “Space-based Silk Road” needs strategic fulcrums:satellite ground stations in key areas and countries. This is another intractable political issue, which can only be solved with political wisdom. |
