| 2012年中国共产党第十八次全国代表大会提出“建设海洋强国”的战略目标。如何构建中国特色的海洋强国理论体系，探索建设海洋强国的新模式，是当前所面临的一个重大理论和现实课题。海洋战略是国家大战略的有机组成部分。现阶段及今后一个时期，中国将以建设海洋强国为战略目标。确立海洋强国战略是顺应国际潮流、符合国家利益之举。中国建设海洋强国的内外基本条件已经具备。建设海洋强国是实现中华民族伟大复兴的必由之路，也是全面建成小康社会的必然进程。当然，在此进程中，必然会面临一些不确定性因素和风险。中国坚持和平走向海洋，建设具有中国特色的海洋强国，即“强而不霸”、“和谐海洋”，与“两个一百年”目标同步实施。建设海洋强国要分阶段实施，从海洋经济、生态环境保护、海洋科技、海洋防卫力量建设、海洋权益及安全等方面部署任务，并从完善法规、加强组织管理、宣传教育及设立专项工程等方面提出保障措施及对策建议。 |

| The 18th National Congress of Chinese Communist Party proposed the strategic objective of “marine power construction” in 2012. A major theoretical and practical issue at this stage is how to construct the theoretical system of marine power with Chinese characteristics, and explore a new model of marine power construction. This article makes a detailed analysis on the following issues. First, the marine power strategy is an integral component of the national strategy; at this stage and over the next period, China will take marine power construction as a strategic goal. The establishment of marine power strategy follows the international trend, and is in line with China’s national interests. Second, the internal and external basic conditions for marine power construction have been met. The marine power construction is the road China must take to achieve the great rejuvenation of the Chinese nation, and is also an inevitable process towards building a moderately prosperous society. The task of marine power construction is bound to face some uncertainties and risks. Third, China adheres to the peaceful development of the seas and oceans, and peaceful means to construct a marine power with Chinese characteristics, which is “strong, but not hegemonic”, “a Harmonious Ocean”, and the “two 100-year” objectives in parallel. Last, the task of marine power construction should be implemented by different stages, and be deployed in the fields of marine economy, environmental protection, marine science and technology, marine defense forces, maritime rights and safety, etc. Safeguards and countermeasures should be proposed in the fields of laws and regulations, organization and management, publicity and education, and the establishment of special projects. |
