      冷战后建设和平成为联合国和平行动的中心任务，与此同时，“人的安全”话语开始兴起，因此，需要把人的安全置于建设和平的实践场景中来认识。建设和平的两大支柱——制度建设和经济发展与人的安全的两大核心要素——政治安全和经济安全之间分别存在因果关系。长期以来建设和平被建设国家的任务绑架，具体表现为“自由和平”主导了建设和平，结果是对制度建设关注有余，对经济发展照顾不足；重视了人的政治安全，却忽视了人的经济安全。这样，建设和平的结果是建设了“虚幻的和平”，人的安全表现为“虚幻的安全”。崛起的中国的对外援助和经济活动传播了“发展和平”的和平规范。“发展和平”关照了被“自由和平”轻视的经济发展这一支柱，有利于保护人的经济安全。21世纪建设和平应当是“自由和平”与“发展和平”的结合，是制度建设与经济发展的结合，而人的安全保护则应当是政治安全与经济安全的结合。这可能才是建设持久和平之道。
英文摘要:
      As peacebuilding has become the core task of the United Nations (UN) peace operations during the Cold War, the discourse of human security began to emerge. It is necessary to understand the concept of human security from the perspective of UN peacebuilding. There exists causality between the two pillars of peacebuilding (institutional building and economic development) and the two core elements of human security (political security and economic security). Peacebuilding has long been “kidnapped” by statebuilding as liberal peace dominates the whole peacebuilding agenda. As a result, excessive concern has attributed to institutional building while economic development attracted inadequate attention; the human political security is emphasized while economic security neglected. In other words, “virtual peace” was built in peacebuilding and “virtual security” protected. The international aid and economic activities of a rising China diffuses a peace norm called “developmental peace”, which can address the pillar of economic development neglected by liberal peace and thereby protect human economic security. Therefore, to achieve lasting peace through peacebuilding in the 21st century lies in the integration of both liberal peace and developmental peace, institutional building and economic development, as well as political security and economic security.
