      作为区域大国,南非在非洲安全秩序构建中发挥着重要作用。1994年民主转型后,南非国家身份定位由西方的“白人飞地”转变为“非洲国家”,“以非洲为中心”成为南非外交政策的战略优先。南非非国大政府秉持新的国家身份认知,不再将非洲国家视为国家安全的威胁,而是命运与共的合作伙伴。南非通过参与解决非洲国家冲突、加强非洲集体安全机制建设、支持非洲冲突后重建与发展进程、推动联合国与非盟加强战略协调与合作、参与多边维和行动等方式参与非洲和平与安全建设,并扮演了区域安全公共产品供给者的角色。南非虽然在非洲和平与安全建设的某些领域发挥了独特的引领作用,但经济增长乏力和国力相对下降,使其越来越无法有效应对日趋复杂的非洲安全形势。域外大国和国家集团加大对非洲安全事务的干预力度、其他非洲区域大国的竞争,也对南非在非洲和平与安全建设领域发挥引领作用形成了制约。在新冠肺炎疫情冲击、经济增长陷入衰退和社会矛盾加剧的背景下,南非政府将把更多精力和资源用于解决国内经济和社会发展问题,直接介入非洲冲突解决的意愿和能力会相对有所下降。南非在参与非洲安全事务过程中将更加惜用自身国内经济军事资源,将进一步提升对外交手段、非洲集体安全机制的依靠。
英文摘要:
      As a regional power, South Africa has been playing an important role in the construction of African security order. After the democratic transition in 1994, South Africa’s national identity has changed from a “white enclave” of the Western world to a true African country. Hence, “Africa-centered” strategic priorities took shape in South Africa’s foreign policy. South Africa’s ruling ANC has embraced a new sense of national identity and ceased to deem African countries as a threat to its national security but rather as partners with a shared future. South Africa has been actively engaged in peace and security building in Africa and played the role as the supplier of regional security public goods through resolving conflicts among African countries, building collective security mechanisms, contributing to post-conflict reconstruction and development, promoting the strategic coordination and cooperation between the United Nations and the African Union, and participating in the multilateral peacekeeping operations. Despite the unique leading role played by South Africa in some areas of peace and security building in Africa, this country’s sluggish economic growth and relatively declining national strength make it unable to effectively cope with the increasingly complex security situation in Africa. Intensified intervention in Africa’s security affairs from major powers outside the region and the rising competition from other regional powers in Africa have also constrained South Africa’s leading role in building regional peace and security. Against the backdrop of the COVID-19 pandemic, economic downturn and aggravated social conflicts, South Africa will devote more energy and resources to addressing domestic economic and social problems with a declining willingness and capacity to directly get involved in conflict resolution in Africa. In the course of its participation in African security affairs, South Africa will make use of its economic and military resources sparingly and become more dependent on diplomacy and African collective security mechanisms.
