| 当今世界进入新的动荡变革期，美国亦进入新旧政治势力、新旧思潮的交接过渡期。美国国内思潮进入新一轮“保守周期”，新自由主义呈现新的反思与调整，源于科技与生产力发展变化而涌现出的新兴思潮，也愈发对其传统政治社会理念产生重大影响。2024年大选进程尤其折射出美国政治社会思潮的诸多重要变化。从其对华竞争战略重点来看，美国对华负面认知呈现进一步强化和长期固化趋势，对华战略中的意识形态因素上升；科技思潮崛起与反华利益集团重组将塑造新生态，深刻影响中长期对华战略；对华竞合领域此消彼长，中美“合作”或将更多地呈现为以危机规避和管控为主的“消极合作”。中国应立足新的美国之变来看待两国关系潜在风险，立足美国国内新的利益群体和涉华立场重新打造稳定的合作领域。 |

| The world today has entered a new period of turbulence and transformation, and the United States is also experiencing a transition between new and old political forces and ideologies. The U.S. domestic ideologies have witnessed the return of another “conservative cycle”, with neoliberalism going through new reflections and adjustments. Emerging ideologies stemming from the development of science and technology are increasingly exerting a significant impact on U.S. traditional political and social concepts. The 2024 U.S. presidential election has, in particular, demonstrated many important changes in American political and social ideologies. From the perspective of its competitive strategy towards China, the United States’ negative perceptions of China have shown a trend of intensification and long-term entrenchment, with ideological factors playing a greater role in its China strategy; the rise of ideologies related to science and technology and the reorganization of anti-China interest groups will shape a new ecosystem and profoundly affect the medium and long-term strategies of the U.S. towards China; the fields of competition and cooperation will accordingly change, making China-U.S. cooperation be more of a passive one based mainly on crisis avoidance and damage control. China should evaluate carefully the potential risks in the bilateral relations according to the new changes in the United States, and rebuild stable cooperation fields based on the new interest groups and their China-related positions. |
