| 在百年变局的大背景下，非传统安全呈现出新的特征与发展趋势，非传统安全研究需要在此基础之上与时俱进。以总体国家安全观为指导，从价值论、本体论层面搭建非传统安全的基础理论框架，可以将非传统安全研究诸多议题进行系统性梳理，并形成规范体系。在价值论层面，统筹发展和安全既呼应时代变革的历史逻辑，又符合传统安全与非传统安全相互交织的内生逻辑。在本体论层面，非传统安全指涉对象为“人的安全”而非“国家安全”，但是应当注意二者之间的关系为“交叠圆”结构关系，并统筹于“以人民安全为宗旨”的总体和合性与优态共存之中；非传统安全的威胁来源应当更多关注外源性、多源性威胁，并重视内源性威胁与外源性威胁之间的联动；非传统安全的实现方式应当在程序上完善安全化—去安全化的双向建构，在实现路径上坚持全球安全观理论下的共同体路径安全合作。将非传统安全研究置于总体国家安全观之下，并结合地缘政治及国际环境，才能逐渐形成中国自主知识体系下的非传统安全研究范式。 |

| Amid the great changes unseen in a century, non-traditional security issues have exhibited new features and development trends, which necessitates an updated research framework. Guided by the holistic approach to national security, a foundational theoretical framework for non-traditional security can be built from both axiological and ontological perspectives, helping systematically sort out research issues and form a normative system. At the axiological level, the integration of development and security not only echoes the historical logic of epochal changes but also conforms to the endogenous interplay between traditional and non-traditional security. At the ontological level, while the referent object of non-traditional security is “human security” rather than “national security”, the two are interrelated in a complex, overlapping manner, being unified under the principles of overall integration and optimal coexistence aimed at people-oriented security. Threats to non-traditional security often stem from exogenous and multifaceted sources, while giving much emphasis to the interplay between endogenous and exogenous risks. Realizing non-traditional security requires a dual process of securitization and desecuritization as well as a community-based approach to security cooperation under the global security concept. This approach not only helps address immediate security challenges but also lay a solid foundation for long-term stability and sustainable development. Only by situating non-traditional security research within the holistic approach to national security and taking into consideration geopolitical and international contexts, can a non-traditional security research paradigm characterized by China’s autonomous knowledge system be gradually established. |
