| 大型科技公司嵌入国家权力所造成的数字地缘政治影响日益引发全球关注。在权力运行的技术应用、制度规范和文化价值情境中，美国科技公司对国家权力的三重嵌入，既为后者提供了强有力的支撑，也在公私关系重塑、数字规范重构、社会认知操控三个方面对后者构成前所未有的挑战，由此推动并形成了两者间新的权力嵌合。这种权力嵌合的本质是基于权力优化需求的互利共生，由此形成的权力再集中，正在引发新的数字地缘变局：一是数字地缘格局的霸权化。“中心—边缘”二分的地缘政治想象，在美国数字生态霸权扩张中不断深化。二是数字地缘冲突的复合化。传统地缘政治冲突在参与主体和冲突形态上，加速显现“混合战争”的复合特征。三是数字主权行使的飞地化。当代国家在行使数字主权方面，愈发面临美国科技巨头“国中之国”的挑战。通过系统分析权力嵌合引发的数字地缘变局，将为中国更加积极灵活地谋求战略主动提供思考。 |

| The increasing influence of US tech giants on state power has sparked growing global concern about its digital geopolitical implications. Through technological applications, institutional norms, and cultural values, US tech giants have successfully achieved threefold embeddedness in state power, which not only provides strong support for state capacities but also brings enormous challenges to the US government by redefining public-private relationships, reconfiguring digital norms, and manipulating societal perceptions. The interplay has given rise to a new form of power symbiosis between the two actors. The essence of this symbiosis lies in mutualistic collaboration driven by the need of power optimization, yet the resultant re-concentration of power is catalyzing three digital geopolitical transformations. The first one is the hegemonization of digital geopolitical landscape. The expansion of the US-dominated digital ecosystem is intensifying the traditional dichotomous “core-periphery” geopolitical division. The second one is the complexification of digital geopolitical conflicts. Traditional geopolitical conflicts are increasingly exhibiting the multidimensional features of “hybrid warfare” in terms of the actors involved and the forms of conflict. The third one is the enclavization of digital sovereignty. In their exercise of digital sovereignty, contemporary states are increasingly confronted with the challenges brought about by US tech giants acting as “states within a state”. By systematically analyzing digital geopolitical transformations triggered by power symbiosis, this paper aims to provide insights for states, including China, to navigate the complex digital geopolitical landscape and pursue strategic initiatives. |
