| 在全球秩序深刻变革的背景下，欧盟战略自主不断深化与拓展。当前欧盟的战略抉择正引领其战略形态发生系统性变革，这一变革将对欧盟的地位与影响力产生深远而持久的影响。安全与防务是战略自主的关键维度，欧盟战略自主在该领域的发展尤其值得关注。本文运用历史制度主义的关键节点理论，系统分析特朗普执政周期与俄乌冲突双重冲击如何打破欧盟既有安全制度路径依赖，创造制度变迁的“机会窗口”。外部事件通过触发机制促使欧盟在内部制度回应与战略观念转型之间形成动态互构：在实践层面表现为通过政策工具推动安全机制变革；在观念层面体现为通过认知协调建构新的安全观念范式，二者协同演进、相互强化，共同塑造安全自主演变路径。在此过程中，制度与观念有望形成良性互动，推动战略自主持续发展。 |

| Against the backdrop of profound transformations in the global order, the European Union’s strategic autonomy continues to deepen and expand. The EU’s current strategic choices are driving a systemic transformation in its strategic configuration, a shift that will have far-reaching and enduring implications for the EU’s global position and influence. Security and defense constitute a key dimension of strategic autonomy, and the EU’s posture in this regard deserves particular attention. This paper employs the critical juncture theory of historical institutionalism to systematically analyze how the dual shocks of the Trump presidency and the Ukraine Crisis disrupted the EU’s existing institutional path dependency related to security issues, thereby creating an “opportunity window” for institutional changes. External events, through triggering mechanisms, prompted the EU to form a dynamic co-constitution between internal institutional responses and strategic conceptual transformation: at the practical level, this is reflected in the use of policy instruments to drive changes in security mechanisms; at the conceptual level, this is revealed as new security conceptual paradigms constructed through cognitive coordination. These two dimensions evolve synergistically and reinforce each other, jointly shaping the path of the EU’s security autonomy. In this process, institutions and ideas are expected to form a positive feedback loop, fostering the continuous development of strategic autonomy. |
