| 经济反制是旨在应对外国遏制打压的经济外交政策。美国对华发动战略竞争以来，中国积极对美开展经济反制，以维护自身正当权益，相关做法具有典型性和代表性。经济反制可以根据其作用机理，分为烈度从高到低的回击型反制、指向型反制和抵消型反制三种类别。中国遭受损害的利益属性，与中国对遏制打压行为所带来风险变化情况的认知，将影响中国对反制策略的选择。当中国的核心利益受损，或领导人认为中国实现战略目标面临的风险上升时，中国将倾向于选择烈度更高的经济反制。通过系统分析2017年至今中国对美经济反制的大量案例，本文验证了上述理论推演的合理性。探索中国对美经济反制的内在逻辑，将有利于更好地理解中国如何坚持统筹发展和安全，有效应对美国发起的战略竞争，确保中国式现代化进程不被外界挑战所阻遏。 |

| Economic countermeasures are a type of economic foreign policy that aims at responding to foreign containment and coercion. Since the United States launched its strategic competition against China, China has actively employed economic countermeasures to safeguard its legitimate rights and interests—actions that are considered typical and representative in academia. Based on their operational mechanisms, economic countermeasures can be categorized by intensity, from highest to lowest, into three types: retorsion countermeasures, targeted countermeasures, and neutralizing countermeasures. The choice of countermeasure strategy is influenced by two factors: the nature of the damaged interests and China’s perception of the shifting risks posed by the containment and coersion. When China’s core interests are compromised, or when decision-makers believe that the risks to achieving its strategic goals are increasing, China tends to choose more intense economic countermeasures. By systematically analyzing a large number of cases of China’s economic countermeasures against the United States since 2017, this paper validates the rationality of the theoretical framework outlined above. Exploring the action logic behind China’s economic countermeasures against the U.S. will help better understand how China integrates development and security, effectively responds to the strategic competition initiated by the U.S., and ensures that China’s modernization efforts are not hindered by external challenges. |
