| 建设国家安全学自主基础理论体系要基于中国问题和需要，彰显自身理念与思维特性，聚焦关键领域，逐步推出成体系的创新成果。后发现代化国家如何在崛起过程中统筹发展和安全，这一兼具实践与学术价值的集成性问题可以作为问题抓手。总体国家安全观奠定了重视全局整体与普遍联系的系统思维风格。学界应统合规范性与实证性研究，在比较视野下提炼中国式现代化经验，在安全主体、问题、行动及目标四个维度聚焦若干命题寻求重点突破：在安全主体维度，辨析国家安全、国民安全、政权安全三者的关系，把握相关影响要素及机制；在安全问题维度，系统探究安全问题演化及相互联动的规律；在安全行动维度，深入分析内外安全联动的机制，探究时间性因素对行动策略及效果的影响；在安全目标维度，论证追求相对安全与共同安全的必要性与可行性，思考其实现条件。总之，学界应发挥主体意识，将自身特色转化为创新优势，构建既自成一家又具普遍意义的基础理论体系。 |

| The construction of an independent basic theoretical system for national security studies should be based on China’s own unique issues and needs. It should highlight China’s distinctive security concepts and ways of thinking, focus on key areas, and gradually produce a systematic set of innovative achievements. The question of how late-modernizing countries coordinate development and security during their rise can serve as a key analytical entry point that holds both practical and academic value. The Holistic Approach to National Security has established a distinctive style of systems thinking that emphasizes overall coordination and universal interconnection. The academic community should integrate normative and empirical research, drawing upon experiences of Chinese-style modernization from a comparative perspective. Focusing on four dimensions — security subjects, security issues, security actions, and security goals, scholars should give high priority to developing innovative propositions and achieving theoretical breakthroughs. In the security subject dimension, it is important to clarify the relationships between national security, people’s security and the security of China’s state power, identifying the relevant influencing factors and mechanisms. In the security issue dimension, the focus should be on systematically exploring the evolution and interrelations of different security issues. In the security action dimension, it is essential to delve into the mechanisms of internal and external security linkages, and investigate how temporal factors influence action strategies and their outcomes. In the security goal dimension, attention should be given to the necessity and feasibility of pursuing relative and common security, and the conditions required for their realization. Overall, the academic community should play an active role, transform China’s unique characteristics into an innovative advantage, and develop a distinctive yet universally applicable theoretical system. |
