| 世界进入新的动荡变革期，国际关系安全化成为国际问题理论研究和政策关注的焦点。在百年变局加速演进的背景下，国际关系安全化主要表现为国家安全观念的绝对化损害国际多边合作、安全因素主导一些国家的政治决策、地缘政治冲突的外溢效应日益凸显、国际科技竞争与大国博弈交织叠加、全球赤字多元化加剧全球治理体系困境等。国际关系安全化也呈现出浓厚的意识形态色彩、保守化与政治极化进程交织、竞争性和排他性逻辑、负向性和复杂性趋势等重要特点。国际关系安全化是当今世界各种矛盾复杂叠加的结果，也是一些国家面对外部环境不稳定、不确定、不安全因素进行的政策选择，既反映了资本主义世界的系统性危机，也体现出西方主导的全球治理体系的“同质性危机”。面对国际关系安全化的重要态势，中国作为负责任大国，提出并倡导践行四大全球倡议，充分彰显以和平发展、团结合作、开放包容反对国际关系安全化的中国智慧和中国作为。 |

| As the world enters a new period of turbulence and transformation, the securitization of international relations has become a focal point of both theoretical research and policy discourse on international issues. Amidst intensified U.S. strategic competition against China, the securitization of international relations is evident in the following primary modes: The absolutization of national security has undermined multilateral cooperation; security considerations increasingly dominate political decision-making in some states; the spillover effects of geopolitical conflicts are growing more pronounced; international sci-tech competition is intricately intertwined with major-country competition; and the multiplying global deficits exacerbate the challenges facing the global governance system. The securitization of international relations is also characterized by several important features: a pronounced ideological orientation, the intertwining of conservatism and political polarization, a prevailing competitive and exclusionary logic, and an intensifying trend of negative and complex dynamics. The securitization of international relations stems from the complex interplay of various contradictions in today’s world, as well as from deliberate policy choices made by certain states in response to external instability, uncertainty, and insecurity. It not only reflects the systemic crisis of the capitalist order but also underscores the crisis of homogeneity within the Western-dominated global governance system. Confronting the prominent trend of securitization in international relations, China, acting as a responsible major country, has proposed and advocated the implementation of the Four Global Initiatives. This fully manifests China’s wisdom and proactive role in opposing the securitization of international relations through peace, development, unity, cooperation, openness, and inclusiveness. |
