| 基础设施的概念起源于欧洲。20世纪初，欧洲国家赋予基础设施安全与繁荣的政治意义，并设想通过巨型工程创造共同利益，以降低各国之间发生冲突的可能性。然而，在技术变革与霸权主义的双重影响下，从以铁路、公路、水利设施等为主的传统基础设施到以数字技术为核心的新型基础设施建设，使得全球空间秩序变得愈发复杂，安全风险的跨国性和多样性愈发突出。基础设施建设是一个高度政治化的过程，它们既是权力运作的结果，也是权力生产的动力，其中充斥着诸多不确定性，反映了全球安全的固有挑战和内在张力。一方面，“基础设施转向”能够为理解和探索全球安全议题提供一种系统性、长周期、动态化的理论视角；另一方面，积极构建和谐有序的工程共同体，注重基础设施发展建设中的全球公共服务供给等，是维护全球安全、推动可持续发展的必然举措。 |

| The concept of infrastructure originated in Europe. In the early 20th century European countries imbued infrastructure with political significance, aiming for both security and prosperity. They envisioned leveraging large-scale engineering projects to cultivate shared interests, thereby reducing the likelihood of conflicts between states. However, under the dual impact of technological transformation and hegemonism, the shift from traditional infrastructure centered on railways, highways and water conservancy facilities to new infrastructure driven by digital technologies has rendered the global spatial order increasingly complex, simultaneously making the transnational and diverse nature of security risks ever more pronounced. Infrastructure development is a highly politicized process, serving both as an outcome of power operations and a driver of power production. It is fraught with uncertainties and reflects the inherent challenges and internal tensions of global security. On the one hand, the “infrastructure turn” provides a systematic, long-cycle, and dynamic theoretical perspective for understanding and exploring global security issues. On the other hand, proactively building a harmonious and orderly community of engineering practice, with an emphasis on the provision of global public services in infrastructure development, constitutes an essential measure for safeguarding global security and promoting sustainable development. |
