| 国家安全战略谋划与实施，需以国家安全目标为指引，以安全观念创新为先导，以国家安全环境评估为基础，以国家安全战略设计为核心，以国家安全战略体系建构为指向。通过梳理国家安全战略研究的缘起，探讨国家安全战略研究的西方范式与中国思路，在比较分析基础上构建推进中国国家安全战略研究的思路框架。文章思考如何超越国家安全战略研究的“美国主义”和“欧洲主义”，强调统筹国内国际两个大局的战略高度、统筹发展和安全的战略视角，讨论国家安全观念演进与创新、国家安全环境评估与塑造、国家安全战略谋划与设计、大国安全战略趋向与互动，进而剖析中国国家安全战略体系的建构，形成优化中国国家安全战略研究的思路框架。 |

| The formulation and implementation of national security strategy should be guided by national security objectives, spearheaded by innovations in security thinking, grounded in the assessment of the national security environment, centered on the design of national security strategy, and oriented towards the development of the national security strategic system. The article traces the origins of the study of national security strategy, explores the Western paradigms and Chinese approaches in the field, and constructs a conceptual framework for advancing the study of China’s national security strategy through comparative analyses. Reflecting on how to transcend the prevailing “Americanism” and “Europeanism” in the study of national security strategy, it highlights two strategic imperatives: the coordination of domestic and international landscapes, and the synergy between development and security. The article also examines the evolution and innovation of the national security concept, the assessment and shaping of the national security environment, the planning and design of national security strategy, and the evolutionary trends and strategic interactions among major countries. Furthermore, it analyzes the development of China’s national security strategic system, thereby establishing a conceptual framework for refining the study of China’s national security strategy. |
