| 人工智能与生命科学的深度耦合正在重塑当代安全议程，并催生出一种区别于国家间经典安全困境的新型技术安全困境：技术、资本与制度的交织，使能力门槛降低与责任黑箱化并行，风险系统内生化与外溢效应并存。“生命技术”是人工智能与生物工程交互融合的复合体系，其通过三个维度揭示脆弱性的生成路径：生物能力武器化、生命数据资本化和人机边界模糊化。由此，集数据、算法与算力为一体的“公司利维坦”，其经济权力已外溢为安全权力，传统威慑、边界防御与科层管控的有效性正同步衰减。以“监测—吸收—恢复—学习”为核心的战略韧性框架，将安全重心前置至危机前的赋权与共治环节，并将其治理术化的风险与制度限度进行评估。作为政治赋权的工具，韧性存在被治理术化的内在风险，因而应为“技术—安全困境”探索出一条以赋权为核心的审慎治理路径。 |

| The deep integration of artificial intelligence and life sciences is reshaping contemporary security agendas, giving rise to a novel technological paradigm distinct from classical interstate security. This new paradigm features intertwined technology, capital, and institutional frameworks, where lowered capability thresholds coexist with opaque black boxes, while the internalized systemic risks parallel their spillover effects. Life technology constitutes a hybrid system formed by the convergence of AI and bioengineering. Within this framework, it reveals the generative pathways of vulnerability across three dimensions: the weaponization of biological capabilities, the capitalization of life data, and the blurring of human-machine boundaries. Consequently, corporate leviathans integrating data, algorithms, and computing power have seen their economic authority spill over into security domains, as traditional deterrence, border defense, and bureaucratic control undergo synchronous erosion. A strategic resilience framework centered on “monitoring-absorption-recovery-learning” shifts the security focus to pre-crisis empowerment and collaborative governance. Furthermore, it evaluates the risks and institutional limits of its potential “governmentalization.” As a tool for political empowerment, resilience carries intrinsic risks of being co-opted into governmentalization, necessitating exploration of prudent governance pathways centered on addressing the “technology-security dilemma.” |
