| 面对不稳定、不确定的国际安全秩序,部分国家通过基础设施的预判性转移构建“战略纵深”,以此谋划关键领域的去安全化,为国家安全争取缓冲与回旋余地。为探讨这一机制,文章基于“去安全化—战略纵深”分析框架,提出基础设施的预判性转移可通过“威胁感知—空间重估—空间重组—纵深构建”四个递进环节实现相对去安全化。对冷战早期的三线建设、冷战晚期的“星球大战”计划与当下的“东数西算”三个典型案例进行比较分析和过程追踪后发现,重工业基建、太空基建与数字算力基建因技术代际分化、战略动机差异及安全环境演变而分别构建了内向型、外向型和复合型战略纵深,并呈现初级、高级两种形态,为理解大国竞争中的安全实践提供新视角。但是,构建纵深并非万全之策,而是一把“双刃剑”,其能否发挥稳定效用,取决于行为体是否秉持公正合理的全球治理观,因而有必要对其功能加以辩证审视。 |

| In response to an increasingly unstable and uncertain international security order, certain states seek to construct “strategic depth” through the anticipatory relocation of infrastructure, thereby advancing desecuritization in critical sectors while securing greater buffers and room for maneuver in national security. To examine this mechanism, this article develops an analytical framework that conceptualizes the nexus between desecuritization processes and strategic depth. It argues that the anticipatory relocation of infrastructure facilitates relative desecuritization through four sequential stages: threat perception, spatial re-evaluation, spatial reorganization, and the eventual construction of strategic depth. Through a comparative analysis and process tracing of three representative cases—the “Third Front Construction” in the early Cold War, the “Strategic Defense Initiative” in the late Cold War, and the contemporary “East Data West Computing” initiative—this study finds that heavy industrial, space, and digital computing infrastructures have respectively generated inward-oriented, outward-oriented, and hybrid variants of strategic depth. These variations stem from differences in technological generations, strategic motivations, and evolving security environments, and can be further categorized into elementary and advanced echelons of strategic depth. These findings offer fresh insights into state security practices in the context of great-power competition. Notably, the expansion of strategic depth is no panacea but rather a double-edged sword. Whether it yields stabilizing effects ultimately depends on whether states uphold a just and equitable conception of global governance; thus, its strategic functions and broader consequences warrant rigorous and dialectical examination. |
