| 数字时代,美国大型科技公司在网络安全政策议程设置中的作用愈发凸显,。但既有研究大多基于安全化理论,将政府视为网络安全政策议程设置的核心,难以充分解释美国大型科技公司的角色定位与行动逻辑。本文基于多源流理论,构建以多重身份、制度环境和行动策略为核心内容的分析框架,系统阐释美国大型科技公司如何依托市场身份与政治身份所带来的资源禀赋以创造有利的制度环境,进而采取行动推动网络安全政策议程设置。采用过程追踪法,以“伏特台风”事件为案例进行理论检验,发现美国大型科技公司不仅通过提出焦点事件与提升问题热度主动建构问题流,而且提供政策方案与引导政策偏好塑造政策流,并渲染国民情绪与动员政治力量影响政治流,使原本独立的三股源流实现联动,增强了政策之窗的可塑性与持续性。但是,政策之窗的开启并不意味着政策议程设置的成功,议题最终能否转化为政府行动,还取决于战略一致性和政策可行性。 |

| In the digital age, American big tech has assumed an increasingly prominent role in shaping cybersecurity policy agendas. However, most existing research is rooted in securitization theory, which positions governments as the central force in agenda setting, thereby failing to adequately explain the strategic behavior of American big tech. This paper employs the multiple streams framework to construct an analytical model structured around plural identities, institutional environments, and action strategies. It systematically elucidates how American big tech leverages its market and political identities to forge favorable institutional conditions and thereby drive cybersecurity policy agenda setting. Using the process-tracing method and taking the “Volt Typhoon” incident as a case study, this paper reveals that American big tech actively shapes all three streams. Specifically, it constructs the problem stream by highlighting focusing events and amplifying issue salience; shapes the policy stream by proposing policy solutions and guiding policy preferences; and influence the politics stream by stoking nationalist sentiment and mobilizing political power. This integration of three previously independent streams expands the openness and sustainability of the policy window. Further analysis demonstrates that the opening of the policy window does not guarantee successful agenda setting; rather, whether an issue translates into government actions ultimately depends on strategic alignment and policy feasibility. This study not only refines the foundational assumptions of the multiple streams framework, but also offers strategic insights into how China can counter the U.S.-driven narrative of the “China threat,” in which cybersecurity incidents are actively manufactured and amplified by American big tech. |
