使用核武器政策。因此，美国若对中国的海基核力量实施反潜作战，就有可能削弱
中国的核报复能力，破坏中美之间的战略稳定态势。

美国对中国海基核力量的关注地区重点在中国南海。美国学者曾指出，由于中
国核潜艇的降噪能力不佳，隐蔽性能较差，因此易被探测，所以，中国可能会将战
略导弹核潜艇隐藏在中国南海地区水下，把中国南海地区打造成海基核力量的“堡

垒”（Bastion）海域。 中国南海被认为是中国部署战略导弹核潜艇的重点地区。
俄罗斯专家也指出，中国在模仿苏联，在中国南海打造专为战略导弹核潜艇护航的
