南外交部发言人表示：“所有国家都应为地区与世界和平、稳定、合作与发展的共同
目标而努力。” 其他东盟国家尚未明确表达官方态度。因此，东盟难以在 AUKUS

问题上形成共识，更无法进行联合表态。AUKUS 的建立导致东盟国家在中美间“骑
墙”的安全成本大为提高。美国向澳大利亚提供攻击核潜艇并强化其军事能力，这

对东盟传递出威胁信号——追随美国将获得巨大利益，追随中国会招致美国敌意。

因此，东盟国家在 AUKUS 威慑下可能选择向美国靠拢。不过由于中国与东盟国家
长期保持友好的经贸伙伴关系、美国给予实际利好有限等因素，东盟国家的表现可
能难以达到美国期待。

AUKUS 可能加剧以美英为代表的海洋联盟与以法德为代表的欧陆联盟的矛盾，
推动欧盟防务自主。法国是欧盟政治的火车头。此次美国向澳大利亚提供攻击核潜
艇导致法国与澳大利亚的柴电动力攻击潜艇军售协议被迫取消，给法国带来数百亿

美元损失。法国召回驻美及驻澳大使，法国外交部长和国防部长发表联合声明，表
