implementation of the Belt and Road Initiative. Moreover, the benefits yielded by
high-level mutual trust shall be delivered to the middle and lower levels, bilateral
cooperation should also be expanded from the senior policing to the low-level
policing. Correspondingly, security measures to be taken in Russia should be
long-term preventive ones and operated on a daily basis. Therefore, it is of
paramount importance that the construction of normalized policing cooperation
channels between China and Russia should be strengthened, the functional
transformation of policing liaison should be accelerated, activities should be
regularly launched to improve the relations between Russian police and overseas
Chinese citizens, awareness of “community of common interests” should also be
enhanced and the standardization of law enforcement by the Russian police towards
overseas Chinese citizens should be gradually improved for the sake of fairness. On
the occasion of the “China-Russia Local Cooperation and Exchange Year” in 2018
and 2019, both parties shall endeavor to strengthen security cooperation in bilateral
law enforcement, increase the sense of security for outbound entrepreneurs and
enhance friendship and well-being of both peoples.

107 Evaluation and Analysis of BRICS Food Security Cooperation

[Abstract] Food security is pivotal to the security of people, state security and the
international system security. The threat it poses is highly transnational, diffusive,
degenerative, multifaceted and multidimensional. Hence food security falls into a
typical category of non-traditional security. To achieve food security, it is necessary
for countries to transcend the traditional state-centered security concepts and means,
establish a food security governance system based on a new security concept that is
common, comprehensive, cooperative, and sustainable and build a multi-level and
large-scale non-traditional security community. Food security cooperation among
the BRICS is conducive to raising the level of food security for all its member
countries, promoting the implementation of the 2030 Sustainable Development
Agenda by BRICS countries, enhancing BRICS countries’ capacity to participate in
global food security governance, facilitating global food security governance
reforms and building a community of shared future for the BRICS countries. As a
key component of non-traditional security cooperation among the BRICS countries,
the BRICS food security cooperation has basically formulated the cooperation
framework and initially set up a platform for agricultural science and technology
information. The growing strength of BRICS agriculture has made possible the
preliminary cooperation in global food security governance and the non-traditional
security community of the BRICS countries has taken shape. However, it still faces
