Abstract
3 New National Security Requirements and Military Doctrinal Innovation

[Abstract] Military development requires state-of-the-art military doctrine as guidance.
Advanced military studies with penetrating insight and foresight must be carried out
on the basis of existing research achievements and practical experiences both at
home and abroad. Meanwhile, close attention should be given to the evolution of
international security scenarios and the corresponding changes in restrictive
conditions it may bring about. It is of vital importance to grasp the inherent clues
and logic in the evolutionary course of major issues and form a systematic and
verifiable knowledge system. Modernization of military doctrine can only be
realized when national modernization has achieved, thereby giving great impetus to
the enhancement of national strategic capabilities. The requirements of national
security in the new era have created greater space for the development of military
doctrine. In addition, the rich heritage of strategic thoughts embodied in Chinese
civilization can also be used for reference. All these favorable conditions have
provided rich soil for the innovation of today’s military doctrine. In a new wave of
military revolution, theoretical research should hold its ground and build a solid
bridge between history, reality and future. Only in this way will China be able to
keep abreast with the latest developments in the evolution of warfare, understand the
mechanism of winning wars, get an accurate grip of the features and rules of modern
wars, advance directive and systematic military thoughts so that preparations for
military struggles can truly reflect the essential requirements of contemporary wars.
Strategy is the key element in determining the fate of a country. Historical
development has proved that China shall blaze a path of peaceful development,
which is different from the old road of traditional power struggle for colonialism and
hegemonism. Hence higher requirements are set for military capacity-building and
application. Backed up by military practices and theories, the new path of national
security is bound to become an effective engine for military theoretical innovation.
