security, the concept of integration mainly refers to making an overall plan for
coordinating the relationship between security and development, the relationship
between various security fields and the one between systems and capabilities. When
state actors build and employ national security strategic capabilities, it is necessary
for them to take into full consideration these three pairs of relationships. Against the
backdrop of integration, special attention should be given to the expansion and
extension of strategic resources, transformation mechanisms and planning standards
with regards to the elements of national security strategic capability. In terms of the
structure of national security strategic capability, close attention should be paid to all
stages of the building and applying of national security strategic capability, strategic
capabilities in various security areas and the changes in security strategic capabilities
both at home and abroad. This paper, in the light of China’s current strategic
environment, intends to put forward main pathways to the enhancement of China’s
national security strategic capabilities in the context of integration, which include
strengthening strategic leadership, pooling international and domestic resources,
optimizing the mechanism of capacity transformation, promoting coordinated
military and civilian development and reinforcing the talent team building.

79 The Composite Strategic Stability in Sino-US Relationship: Its
Basis, Framework and Development Trend

[Abstract] The strategic stability in Sino-US relationship has gone beyond the
classical one and is becoming increasingly composite. There is an urgent need to
enhance the composite strategic stability in the Sino-US relationship in that the
intensification of Sino-US strategic competition will exert a negative impact on the
strategic stability based on the non-equilibrium nuclear deterrence between the two
sides. Given that the United States has elevated the status of nuclear forces in its
national security strategy and reemphasised the importance of nuclear weapons as a
tool to maintain global hegemony, Sino-US strategic stability is facing a grave
challenge. The Trump administration has provoked a trade war against China and
therefore the role of business ties as the bedrock and booster in the Sino-US
relationship has been greatly weakened, highlighting the necessity to build
composite strategic stability in the relationship between China and the United States.
The deepened economic interdependence, closer interaction and cooperation in the
political, economic, military and cultural spheres and the common interests in
maintaining the stability of the international system have laid a solid foundation for
both China and the United States to construct a relationship with composite strategic
stability. The framework is composed of four pillars: strategic stability based on
non-equilibrium nuclear deterrence, deep economic interdependence, strategic
mutual trust and mechanisms for dialogue, information exchange and cooperation.
Although China and the United States are faced with various challenges in
enhancing strategic mutual trust, the Sino-US relations with composite strategic
