Journal of International Security Studies
has become a hot topic in the academic circle thanks to the long-term unremitting
efforts made by scholars in building national security theories as well as the policy
support given by national education authorities in constructing a first-level discipline
of national security studies. As an emerging discipline, the development of national
security studies needs to follow the common practices in discipline construction and
focus more on three aspects like system integration, institutional development and
capacity building. Over the years, China has made considerable strides in the
discipline construction of national security studies. At the level of system integration,
a more systematic core theory has taken shape and branch disciplines have been
constructed through “orientation cultivation”. At the level of institutional development,
the institutional structures and awareness are still in the process of continuous
improvement. Scholars have also devoted a lot of time and energy to the capacity
building in constructing national security studies. At a new historical starting point,
the disciplinary construction of national security studies calls for further
advancement. It is necessary to constantly improve the core theories of national
security and properly build up branch disciplines of national security studies.
Vigorous efforts should be made not only to strengthen the construction of
institutional awareness of national security studies but also to reinforce teacher
training, talent cultivation, financial support and development of core journals.
Meanwhile, it is important to give more attention to capacity building while
constructing the discipline of national security studies and make an in-depth
discussion on the disciplinary logical starting point, disciplinary culture and the
orientation of national security studies in the whole disciplinary system.

[Abstract] In this article, “national gateway” generally refers to the ports of entry
in port management. In the age of globalization and information, ports of entry have
increasingly become the only legitimate channel for people, goods (articles) and
vehicles to enter or leave a country. The sovereign nature of the ports with a high
level of openness and international character, along with the divergent risk sources,
have made ports of entry high-risk areas beset by a complex set of border-crossing
risks that might lead to spillover effects. The “national gateway” security is an
integral part of national security and port management is a main pathway to
safeguard “national gateway” security. However, the “national gateway” security
studies have not received enough attention from scholars specialized in national
security studies. Lagging far behind the development of inbound and outbound
supervision practices, researches on “national gateway” security should be further
facilitated to respond well to national security strategies. It is imperative for national
security studies to constantly expand new disciplinary orientations and research
topics so as to fit in well with the advancement of the overall national security
concept, the broadening of the national security scope, the promotion of the reform
of government agencies and the improvement of inbound/outbound supervision
practices. National security studies should not only focus on specific “national
gateway” security problems in separate fields, but also put emphasis on concrete
research topics concerning “national gateway” security under the framework of
national security, thus promoting the development of national security studies by
contributing to its disciplinary construction. “National gateway” security studies that
