双方会努力减少外交分歧对双边军备合作的破坏，积极促进印俄关系的发展。
首先，印俄军事合作逐步升温，两国间的军备合作从简单的“买卖”关系转

向合作研发、联合生产的更高阶水平。在购买苏联军备初期阶段，印度国内不少
亲英国派军官大力反对，但随着合作和依赖的加深，俄罗斯逐步成为印度无可替
代的军备合作伙伴。除了“布拉莫斯”巡航导弹的联合研发与生产外，印俄另一

个主要的合资项目是开发第五代战斗机 T-50。该项目总耗资约 350 亿美元，目标
是研发类似美国 F-22 战斗机的飞机。2020 年，印度国防研究和发展组织与俄罗斯
国防出口公司签订了一项技术开发合同，将联合研发先进点火技术，为火箭和导
弹提供更高性能的动力推进系统。 2021 年 12 月，普京访问印度期间，俄印签订
