从共存安全到共生安全：基于边境安全特殊性的思考

念更难有明晰的界定。非传统安全出现并被更多认知之后，安全的概念就被泛化了，
导致无处不存在着安全；同时，在总体安全观和综合安全观之下，安全概念又存在
被空洞化的可能，失去了具体的内涵。其次，安全研究有着各自不同的脉络，但分
析框架、角度较为多样和零散。从中国国内安全研究的角度来看，其研究的创新性
更多地限于词语创新，在内涵及方式方法上的探究还有待深入。

（二）边境安全研究的着眼点
从国外文献来看，有关边境安全的研究主要以九一一事件为时间节点，九一一
事件之前以传统安全为重心，而九一一事件之后是传统安全问题和非传统安全问题

交织的边境安全研究。这是因为九一一事件对边境安全具有“事实性影响”， 并因
此成为学界对边境认知转变的重要契机，即“从旧时以‘柏林墙’为代表的防御性

边境转变为向‘文明和自由’发展的途径。反过来，边境管控的收缩也加剧了国家

全化”理论为基本研究框架，探讨欧盟的安全化、安全风险防范及探讨人的安全等
