26 Research on Artificial Intelligence Security from the Perspective of
National Security Studies: A Preliminary Attempt to Construct an
Issue Network

[Abstract] The establishment of national security studies provides a great
opportunity for the integration and growth of artificial intelligence security research.
Artificial intelligence technology was not born for the purpose of security, but has
obtained intrinsic security attributes since its core functions can establish deep links
with many building blocks of the existing security system. The deep coupling
relationship between artificial intelligence and national security studies enables the
research framework for national security studies to provide basic conditions for the
construction of a security issue network related to artificial intelligence. The “dual
space-time” feature inherent in artificial intelligence echoes important priority fields
within the framework of national security studies. Hence, an issue network
concerning studies on artificial intelligence security can be established featuring a
“center-periphery” structure within the disciplinary framework. The six security
fields are well compatible with the dual identity of artificial intelligence. To be
specific, in the fields of political security, economic security and military security
whose research perspectives are broader, artificial intelligence will function as a
systematic element, creating a wide range of new issues and becoming the central
node of the whole network. In the fields of cyber security, nuclear security and
homeland security where security carries relatively concrete meanings, artificial
intelligence has become an important enabling agent and shaped the semi-central
area of the network. Given that the links between artificial intelligence and the other
ten security fields included in the holistic approach to national security are relatively
loose, artificial intelligence will play a secondary role as a functional and technical
element, thus constituting the peripheral area of the issue network. The
establishment of the issue network will help artificial intelligence security research
step into the track of sound disciplinary development and achieve systematic
planning.
