4 Global Security Initiative: A Foreground Vision of Human Security

[Abstract] The Global Security Initiative (GSI) is the concretization of the vision for a
community with a shared future for mankind in global security governance. The
solution proposed by China is intended to take advantage of Chinese wisdom to
maintain peace and tranquility, stability and security for all humanity. Security
concept is a theoretical and systematic perception of security. GSI proclaims China’s
global security concept, aiming to promote common values of mankind, transcending
the logic of anarchy in international relations. It answers the questions in regard to
security-related objects, security position, security principles, as well as the goals,
subjects, methods, and contents of security governance, thus embodying great
theoretical innovation and contemporary value. Global security is a kind of ontological
security with “peace cooperation” being the core of its positive value orientation. At
the same time, symbiosis, joint contribution and shared benefits constitute its basic
characteristics. Thus, “peace cooperation and symbiosis” is the fundamental premise
of GSI, “peace cooperation and joint contribution” is the realization path of GSI, and
“peace cooperation and shared benefits” is the value goal of GSI. The strategies of
joint contribution for maintaining and shaping global security are to reach a global
consensus on the community with a shared future for mankind, to create a favorable
situation of “mutual assistance in security”, to promote a strategic environment of
“mutual protection in security”, and to build a governance system of shared security.
GSI, as a framework design to guarantee a new development pattern by virtue of a
new security pattern, depicts a foreground vision of human security featuring “peace
cooperation and symbiosis”, “peace cooperation and joint contribution” and “peace
cooperation and shared benefits” that help ensure a bright future for human
development.
