2022 年乌克兰危机爆发后，尽管美国及其盟友大多公开支持乌克兰，而作为
美国“印太战略”重要伙伴支点的印度却没有按照美国意愿选边站，反而在联合
国有关谴责俄罗斯军事行动的决议草案中投了弃权票。印度此次的选择，一如既

往地贯彻了印俄之间所达成的“互惠沉默”（reciprocity of silence）原则。 历史

系形成过程中资源优势国所使用的主动锁定策略，以理解印俄军备依赖关系的历
史来源、影响和挑战。

一 文献回顾

有关“依赖”（dependence）的研究从发轫至今呈现出学科扩散的趋势，在国

际政治学领域衍生出以复合相互依赖模式为基石的新自由制度主义理论。美国社
