对抗，以表明本人具有维护美国国家安全的意愿与能力。例如，在中美关系的处理
上，面对中国经济实力增强的态势，拜登在 2022 年国情咨文演讲中宣称，美国的

“21 世纪是经济竞争的世纪，尤其是与中国”，而美国必须要获取胜利。 拜登将矛

头直指中国的政治体制，这类举动表现出明显的“道德主义”色彩，实际上是基于
现实考量，意在向国内、国际民众传递符合领导人预期的战略形象。
俄罗斯是拜登认知中的另一个安全威胁来源。在 2008 年的俄格战争中，拜登
