常常国际化。三是国际社会的无政府状态，导致很多全球性问题面临着“公地悲
剧”或被过度“搭便车”的困境。21 世纪的前 20 年，正如国际社会经历的恐怖
主义、全球变暖、金融危机和新冠疫情所表明的那样，全球安全社会不可分割。

综上，主体间安全不可分割、安全风险复合体不可分割和全球安全社会不可分
割共同构成了这一概念的理论内核。
（二）竞争性概念：理论内涵与实践指向

在国际安全领域，除了安全不可分割，还存在集体安全、共同安全、合作安全
和综合安全等相关安全概念。
集体安全（Collective Security）是一战和二战后各国为建立与维护和平提出的
多边安全方案， 是一种管控武力运用的普遍性协议，旨在建立集体性优势以应对

侵略。 在集体安全安排中，每个国家都同意任一成员的安全应成为全体成员的关

切，对个体的威胁将得到集体的回应，通过所有成员一致行动来对抗任何可能使用
武力挑战现有秩序的国家，“任何国家对他国的侵略和非法使用武力都将受到所有

其他国家使用武力的联合应对”， 从而为所有成员提供安全。作为“集体安全”

的主张者，伍德罗·威尔逊（Thomas Woodrow Wilson）认为，“集体安全追求的
不是均势，而是权力共同体；不是有组织的竞争，而是共同和平”。 但集体安全

应对侵略必须具备一定的前提条件：一是各国必须谴责使用军事力量改变现状；二

是各国在考虑自身利益的同时，也应同等重视集体利益，以反对侵略者；三是各国
必须彼此信任，相信自身遭受侵略将获得其他国家援助。 集体安全是理想主义者

为解决传统安全问题的一种尝试，有很重要的积极意义。一方面，通过提供安全保

障减轻了各国的安全焦虑，通过缓解军备竞赛从而改善了安全困境；另一方面，为
二战后各类区域国际组织维护地区和平提供了经验。但两次世界大战、美苏冷战及
