（四）政策手段
首先，在安全层面，小布什政府认为恐怖主义的威胁是事关生存的。2001 年
美国通过《授权使用武力法案》，为其单边主义和先发制人的海外反恐行动提供法

律支持。为实现铲除所有的恐怖组织及其庇护政权的目标，小布什政府开启了在阿

富汗、伊拉克、北非、中亚、东南亚等 80 个国家和地区的“全球反恐行动”， 建
立了美国非洲司令部，并对疑似支持恐怖组织的个人、公司和国家进行制裁和打击。

在伊拉克战争时期，美军人数最高曾达 16 万人。 2002 年，美军开始在关塔那摩
设置监狱用于关押恐怖分子，并强化审讯程序。在国内，以预防大规模杀伤性武器

小布什政府曾依靠硬实力和单边主义的反恐思路饱受批评且效果不佳，两场反

着恐怖主义形态演化，为实现打击具体恐怖组织的目标，在国际层面，奥巴马政府

做出在防止安全形势崩盘和节约反恐成本间的取舍，即青睐无人机和特种部队的精

确反恐。2011 年击毙本·拉登后，美国给予中情局和国防部更大权力以实施空袭。
为减少武力反恐造成的大量平民伤亡，奥巴马政府出台了一系列法律以规范打击恐
