约》部署新的巡航导弹的举措。 2018 年，美国国防部根据《2018 财年国防授权法》

的要求，开始研究新型陆射巡航导弹。 2019 年 3 月，美国国防部官员宣称，计划
于 2019 年 8 月试射受《中导条约》限制的陆基巡航导弹。试射的巡航导弹射程在 1 000
千米左右，若试射成功，该型导弹可以在一年半左右的时间内完成部署。美国还计

划在 2019 年 11 月试射一枚中程弹道导弹，射程为 2 9003 900 千米，需要五年左右

的时间进行研发，然后进入实战部署。 在美国退约后不久，美军于 2019 年 8 月 18

日试射陆基“战斧”巡航导弹，又于 12 月 12 日试射一枚陆基中程弹道导弹。
面对美国咄咄逼人的攻势，俄罗斯也不甘示弱。普京直言：“如果美国退出《中

导条约》，我们不可能无动于衷，一定会采取报复行动。” 美国宣布退约决定后，
俄罗斯随即跟进，并采取一系列反制措施。一是争取在 20192022 年制造出陆基版本

的海基远程“口径”巡航导弹系统，同时制造出陆基远程高超音速导弹系统； 二是
加速其他新型武器研制和部署，其中包括“匕首”空射超音速弹道导弹、“别列斯韦
特”激光武器、“先锋”高超音速滑翔系统、“萨马尔特”重型导弹、“波塞冬”无
人潜航器等武器。 值得注意的是，俄罗斯上述武器其实多数早已开始研发。在美国

执意退约之际，俄罗斯再度强调推进相关武器系统的部署，旨在对美进行不对称威慑。
