二 脆弱载体的安全逻辑

脆弱性是对外援助资源或者对外援助流程载体的重要特征，它事关对外援助资

源的分配。 首先，作为一种国际公共产品或者特定国际公共产品的资源支柱， 对

外援助资源势必面临供给不足、需求过盛与搭便车等困境；与其他公共产品相比，
对外援助资源的投入也更容易在政治环境下遭受冲击。其次，作为一种致力于战略

目标的外交工具，对外援助资源的投入容易受到援助国与受援国互动关系变动以及
