               国滋生出较强大的右翼民粹势力，也开始削减对外援助预算。  2015 年，有观察者指
               出，难民危机“正在损害对外援助”；他们发现，长期以来，欧盟国家积极利用经合组

               织的一项规则，即允许使用官方发展援助预算以支付难民在东道国的第一年基本所需
               费用。近年来，面对数量攀升的寻求庇护者和日益减少的公众同情，越来越多的欧洲
               国家利用其对外援助预算来为国内难民提供食物和住房。所以，难民危机刺激了部分

               欧盟国家考虑从相应发展援助项目中转移大量资源。   同时，援助国之内部民众的支
               持态度变化也必然会影响国家对外援助的力度。   若干欧盟民调显示，欧盟及其成员

               国的预算削减受制于国内经济压力、社会福利压力与右转的政治规范压力，如英国选

               民希望能够削减对外援助，从而挽救其国内健康保险体制。
                   第三，在受援国方面，其国内冲突与政治风险的增加往往会迫使援助国的援助分
               配望而却步。大多数援助国都会削减有严重冲突的国家的援助，并且这种援助既包括
               双边援助也包括多边援助。举例来说，因为若干受援国自身面临冲突或者毗邻冲突地

               带，比利时、加拿大、法国、新西兰、葡萄牙、瑞士、西班牙和英国等援助国都不同

               程度地削减其援助。   各个援助国应对难民问题的成本也挤占着对外发展援助的投入

                   第四，受援国国内的政治制度设置也影响着援助载体的功效发挥。首先，腐败
