为三类：跨国安全、国家安全和人的安全。

联合国政策议程的一个主导性概念，但仍然很难厘清“集体安全通过谁、如何形成”

之间的联系是最重要的焦点，即使是在分析以人为目的而不是手段的当代安全问题
