总之，全球问题的不断兴起与能源安全紧密相连，以可持续发展为标准的“全

球能源安全”不断凸显。 “全球能源安全”关乎国际经济稳定、国际安全（政治
稳定）、国际环境与国际人道主义援助（如石油泄漏援助、核辐射救助等）。能源安

全与金德尔伯格、奥尔森和吉尔平等人认定的国际金融货币体系、国际自由贸易体
系、国际安全保障体系及国际经济援助体系等国际公共产品密切关联。能源安全的
负外部性不仅体现在对国家行为体自身的安全、发展以及全球能源市场稳定的影响
上，向下还会影响到个人与企业的生活和生产，向上影响到国际金融体系、国际贸

易体系、区域乃至全球的经济稳定与发展，引发多米诺骨牌效应。
（三）能源安全的非公共属性及其影响
尽管能源安全是国际公共产品，主要是俱乐部产品，但能源资源尤其是矿物能

源资源及其产品同时具有非国际公共产品的特征。具有国家主权属性或具有主权争
议属性的矿物能源资源具有排他性特征，其中后者还具有竞争性特征。从商品的角
度来说，能源与其他商品一样受市场供求规律的影响、调节和制约。这使得能源（主
要是矿物能源）安全的竞争性、排他性、分割性及政治对抗性等非公共属性特征

显而易见。
