                 第一，对华整体定位延续了“战略竞争”的调门。2021 年 2 月 4 日，拜登在
            首次外交政策讲话中称中国为“最严峻的竞争对手”，美国将与中国展开“极为激

            烈的竞争”。   2 月 19 日，拜登在慕尼黑安全会议上强调将与中国展开“长期战

            略竞争”。  3 月，刚刚上任两个月的拜登政府就出台了《国家安全战略临时指南》。
            在这份报告中，拜登政府强调中国是“唯一有能力……对稳定和开放的国际体系发

            起持续挑战的竞争对手”，美国不能让中国制定国际议程和全球规范。   美国国防

            部长劳埃德·奥斯汀（Lloyd Austin）在参议院军事委员会确认听证会上表示，中
            国是美国目前面临的“最令人担忧的竞争对手”。   美国国务卿安东尼·布林肯
