任关系的基本能力。在本体安全理论视域中，国家行动既不是现实主义“台球式”
封闭实体之间的权力碰撞，也不是自由主义假定的具有渗透式边界和多元利益团体

偏好的动态博弈，而是物质、观念、情绪/情感和符号等权力因素在社会结构、群体
间和群体内复杂交互的权力实践过程。国家行动实际上是权力关系实践和效果的一
种呈现（unfolding），而国家安全则是国家策略性地使用工具理性、适当行为和表

演行为（performative act）塑造与“他者”信任关系的实践能力。因此，国家本体
安全是指国家的“自我存在”在多重的权力网络和信任关系中获得“心理依存感”
（attachment）和“他者”承认（recognition）的关系性能力。
最后，国家本体不安全是一种由焦虑引发的负面状态。相对于过程性和关系性

导向的国家本体安全概念，国家本体不安全是指国家由于不知道具体威胁来源而表
现出的“深深的无力感状态”（a deep incapacitating state of not knowing），或是国
家不知道如何在世界中“自处”的焦虑状态。在本体安全理论看来，与其说焦虑是
